Durham Region Council is expected to consider the final report on the environmental assessment study. If approved, the study will be submitted to the Ministry of the Environment as part of an application for the operating permit.

This is a very important milestone in the project. Up to now, the decision makers have been regional politicians, accessible to local residents. After this, provincial regulations apply and it's harder to influence or stop the project. It would almost certainly involve lawyers.

In another words, if you want to stop the project, this is the last best opportunity to voice your objections. Speak now or hold your breath. Or be ready to cough up some serious cash to pay for legal challenge.
